Bug: Language system breaks due to undelimted characters in the 'key'

We must implement a method to encode/decode strings so they may be used as array keys in expLang. E.g., if you turn on WRITE_LANG_TEMPLATE and then visit site configuration, you'll break the site because of the use of links within the text.
The solution may also require setting up a 'standard' for what text is language-ized.
