Cannot remove admin privs for a user.

Once a user has been given admin privs you cannot update and remove the privs. Unchecking the box and saving does not update the privileges.

(from [f48ca91e247fcf00f598f55054b9439caaddf72f]) Fixes problem of removing all permissions from a user or group once a permission is assigned.
