Bug: install extension feature is broken

This issue has likely existed at least since v2.3.7patch3, but
possibly longer in some aspect. Here are the issues:
- the new input scrubbing method didn't allow for quotes nor spaces
in associative array keys - our patch/not-a-patch logic worked ok
for uploaded extensions, but not for pulling them off the exponent
site - our theme packages (on the site) weren't packaged
appropriately to be uploaded as either a patch or as
not-a-patch
