News config and manual ordering

Need to investigate manual sorting on news module. This was commented out in pr2

- State changed from “new” to “open”
- Milestone set to “Beta 2”
- Milestone order changed from “11” to “0”
may or may not fix...

- Milestone cleared.
This gets really tricky to accomplish with aggregation since "rank" is handled within the module instance on a per-item basis. We could end up with 2 items that have the same rank, but different sources, so that will have to be considered....
Is this feature worth the hassle?
