Bug: event registration has some issues preventing it from working

Something got broke in event registration so it doesn't process. (regression caused by working back and forth between 2.1.x and 2.2.x branches which uncommented some code preventing event registration records from being inserted/updated). Mostly working locally in 'develop' at this point, but need to ensure:
- can create and edit an event registration item
- can display an event registration item (at least one view will need to work)
- can 'purchase' an event registration;/reservation of a cost greater than $zero and process out through paypal express
- can view/export 'roster' of confirmed reservations
