Bug: Currency symbol usage not consistent

We don't consistently provide a (user defined) currency symbol. We don't set a constant that the smarty function expects, and it uses code similar to the expCore::getCurrencySymbol() method and we also need a smarty modifier.
Likewise there are several places we blindly assume everything is in USD such as paypalExpressCheckout and payflowpro
