Feature request - Add option to make containers 'private' like pages

Since we'll have access to the expConfig for containers 2.0, we could add a setting to make them 'private' where they'd begin to act like a private page (container table has an is_private field). This would allow a 'public' page with SOME content (by module) requiring permissions to view.
