Feature Request: add a default system theme

We currently assume there will be a theme in the /themes folder and don't have a fallback if the selected theme no longer exists.
- probably could create a generic theme template (index.php) somewhere in the /framework folder
- this would probably be a style-less theme with NO assoc. assets, etc..
