Feature request - segregate root super-admin created during install

We should have a super-super-admin (root?) to prevent creating a situation where accidently no super-admin exists in the system.
- this admin could NOT be edited by any other user
- this is the only admin which could create other super-admins, which would prevent super-admins from demoting each other.
