Move module up / down not working

The move module up / down don't move the position of the module.
Exponent Version : 2.0.2
PHP Version : 5.2.10

This is for default theme modules
When you delete the module and re-add it, it works fine.

Found the problem.. Seems like i had permission issue on the folders.
