Discount codes with forced shipping cause $0 shipping

Discount codes with forced shipping are causing an orders
shipping total to be $0 when the order is processed. Everything
appears fine during checkout - checkout page shows the forced
shipping option message when the discount is applied that is
forcing shipping. Totals are correct. Confirmation page is correct.
However when the order is actually processed, somewhere it is
making the shipping $0 and all totals are updated accordingly.
To test, create a discount code, set it to be a percentage off
cart, and then select a forced shipping option. Run through a
transaction.
