Return 'backup' subsystem to operation for import/export of eql files

Currently untested, but would be the engine used (or something similar) for loading sample sites (via xxx.eql files). May also include the old-school importer/exporter modules. FWIW, the links in the exponent menu have simply been commented out sice beta1 (or maybe earlier.

(from [31aaefad49dc20aef041f58f4819182eb62d3ca9]) Generally fixes EQL Database Import, but gets a ton of 'unserialize' notices. That's the only issue to overcome. The 'import' menu is disabled, and the shell for loading a default database during install has been cleaned up and commented out.
