Move core_rss.php into external/ and rename it back to feedcreator.class.php

Since core_rss.php is really a slightly modified version of the public feedcreator.class.php, it should probably be considered "external." It's referenced in:
- rss.php
- site_rss.php
- framework/core/datatypes/expRSS.php
