Deprecate Captcha support (in favor of reCaptcha)

Since reCaptcha is the current standard, the old captcha stuff is no longer needed.
* delete /captcha.php & /captcha_why.php * remove 'captcha' type from plugins/function.control.php & framework/core/subsystems/expValidator.php
