No user created on install

1 tried installing 2.3.8 on ubuntu linux php7 no user was
created. same on 2.2.3 so unable to login.
2 Also an error on both complaining version could not be added to
database because iteration value not correct. when iteration value
changed in exponent_version to a digit error message goes away
MYSQL-Server version: 5.7.12-0ubuntu1 - (Ubuntu)
