Feature request: need sanity check for creation of css folder/file

Since bootstrap2/3 themes (and the core css files) depend on the less compiler working, we need to check for the creation of css folder and files if needed. Many of the associated css folders are not shipped empty and are created on the fly by the compilation. We also don't' seem to throw out a warning if we're unable to create the folder/copy the file and should do so.
- add sanity check which determines if a new css folder can be created and a new css file copied into that folder
- add a development warning if the css file isn't copied into place after compilation
