Bug: file manager doesn't display 'select' button when filtered to images only

Though the file manager was fixed to only display images or the full file list, the 'select' button is unavailable in the 'images only' mode.
We'll probably need to add an additional parameter to not only determine the caller type (ckeditor, tinymce, or other), but also a new 'filter' or 'accept' param.
