Feature request - Need multi-page selection in permissions screen

We need to implement a multi-page selection feature in the permissions screen (single view currently used for both users and groups) similar to what is used in the file manager. This would require:
- moving to a datatables model vs. expPagination
- being able to pull users/permissions via ajax/json (can only pull list of users currently)
