Bug: Unable to restore old formbuilder data files if table doesn't already exist

While we now have some work-arounds in place for importing deprecated tables (we now save the tabledef in the eql file v2.1.4+) and temporarily add system deprecated tables for importing older eql files (2.2.0beta1), we can't restore an old formbuilder data file since the tabledef was created on the fly based on the form controls.
