Feature request - Add a Select Addresses control/smarty function

We already implement a multi-address input set of controls in several modules which allow the admin to select users and groups from a list and add free-form addresses, but this is in the form of two controls plus some code for the free-form portion.
Therefore, seems to be a need for a combined control/smarty function to more easily provide the functionality
