Convert migration into a "wizard-like" process

Since migration should only take place once under normal circumstances and should be completed sequentially; reformat the migration screens to become sequential with "next" and "prev" links in addition to commands already on those screens. Possibly similar to the install process.

(from [2a8fe81931cd55ce364b0e64524f824797544a08]) Standardizes migration screens and adds a wizard-like link at the bottom to move to the next step. Though it doesn't act as a true "wizard"
