Bug: 'Page' menu only appears for users with perms, NOT groups

The algorithm for displaying the 'Page' menu only checks for a 'view' perm for the current user id. It also should be displayed if the current user is in a 'view' group and of course a 'manage' pages perm needs to be checked.
