Bug: Upgrade sometimes ends with an empty page instead of 'finished' message

On some installation, the final page of the upgrade appears blank (an upgrade styled page, but no info). This is not an error or problem, but does require the user brose to the login page instead of having a link to go there.
I appears we move from upgrade-3 to final, but 'final' is not what is passed in the 'page' param so we end up NOT spitting a page nor any page_text to the screen.
