Feature request - Site 'Announcement' feature

I sometimes have a need for a time-sensitive announcement to appear. Generally this is a color-time related note, like cancellation/closing notice, warning about upcoming site outage, note of an important update to the site...
- In a basic sense this is a text item with a publish/unpublish feature and a colorful style template.
