User migration should occur before content migration

May only require moving user migration up in the menu higher, but user migration should occur before content migration. This would solve some migration problems and also allow better migration of content from multiple users (blog, news, etc...) Probably could eventually be solved by making the migration tasks into a wizard, but not for beta 1. If it would be desirable to import permissions (in the future), then User migration should probably come first (prior to pages and files).

If the content is migrated first, before the users, the attributions would be blank, but wouldn't they fall in to place after users are imported?

Ah, yes, I see. If there's no good way to keep the ID's then certainly should migrate the content first, and potentially put some instruction at the top of the content migration form that they should migrate users first if they haven't already.
