
Allow custom 'definitions' in the '/themes' folder

Since we already allow controllers and models in the themes folder, we should also allow (look for) definitions. This will better allow custom modules outside of the /framework, and better able to prevent wiping out customizations when a new upgrade is installed.

as a note this will require updating the install_tables methods in the installer, the upgrader, & administrationController; and also the manage_unused_tables method in the administrationController.
