Bug: Nav 'add top level page' displays blank; bs3 manage pages adds blank new pages w/ drag/drop

Two regression bugs in the Navigation module:
- Selecting 'Add top level page' displays a blank...we renamed add_xxx to edit_xxx to follow standard permission naming, HOWEVER failed to rename the add_section.tpl template
- When you drag/drop pages in the new bs3 page manager, it adds new blank pages to the top of the hierarchy (new jstree widget)
