Feature Request: Add gui for geo/region tables

We have no gui to create/edit geo regions/countries. There is a manage action/view in the addressController (which means we should probably move geoCountry, geoRegion, geo_country, & geo_region to the addressbook module folder)
Geo regions/countries are primarily used in shipping and billing/texes, but also to set the default country, etc... for new customer addresses (billing & shipping)
