Changes logic of install/upgrade process; MUST be logged in as
super-admin to 'upgrade' a site and taken back to the upgraded site
still logged on at completion; /install/not_configured MUST exist
to begin an install, even if jump started on a specific page...file
deleted at end of install process; now use 'normalize for
install/upgrade page styles and removed 'yui' script since it's not
used
