[#151] Primarily an upgrade script which converts
headline modules/items into text then deletes the table/files (step
is skipped for now). [#201] Adds upgrade script to clear the Smarty
Cache on each upgrade. Also updates/fixes some upgrade installation
things which prevented version tracking from updating if it had
been used once, and moved install_tables back to being an upgrade
script.
