Changes tag cloud displays to 'fill justify'; adds tooltips to
search tag cloud; cleans up left margin space on tags and lists;
fixes an issue where we set ALL ul & dl to margin-left:1em;
instead of only those in the .tag-list blocks whenever the
admin-global core css was loaded
