Initial implementation of an upgrade changes notice, 1st page of
an Upgrade now shows versions (to/from) and offers a popup window
listing all the changes between versions...version changes are from
a simple text file with the format of version number/title,
summary, lines of each change; if the change begins with an
asterisks it will be highlighted in the display [#760
state:resolved]
