Updated the upgrade code so that if you start the upgrade process because your conf/config.php file is missing...it'll now throw you out to the install/pages/final.php page instead of the site default page. This allows you to configure the site (if selected) since the only thing in the conf/config.php file which isn't a standard default entry is the database connection info. Also fixed language on the 1st upgrade page so it tells you it'll next install tables.
