Changes event registrations so that a 'quantity' of zero/empty
equals 'unlimited or undefined' number of seats because sometimes
you just take reservations without any concern for the total
quantity...and an event with zero seats doesn't make sense since we
also set the status of active/inactive for such a case [#1136
