Fixes "white screen of death" issue, where installing, then
saving the site config would cause a define() in conf/config.php to
be inpropperly saved. [#295 state:resolved] (cherry-picking from commit
64be496ed2ad5c4c99390b2ddb4ba660a4143906)
If the site is configured to allow a user to bypass captcha when
logged in, a form module will fail on the confirmation page. The
control plugin needed the $user object globalized. (cherry-picking
