Adds Translation (language) management to "Extension" menu.
Allows creating a new translation file, add missing phrases to the
current (non-default) translation, and turning the
"WRITE_LANGUAGE_TEMPLATE" setting on/off. Also updates some of the
language management logic. [#369 ]
