Fixes display of traditional slingbar 'Exponent' menu and traps
some smarty compile errors when switching themes/styles to/from
NEWUI which previously would crash the page, we now will display a
poorly formed page based on the pre-compiled cache instead of
simply breaking the page thus allowing the cache to be cleared from
the ui.
