Several fixes to help module; fix to edit help doc code; also
fixes sorting of manage help doc and help version views; 2 new
upgrades scripts to truncate unnesscessarily long help doc sef_urls
and fix their section field entry and ranks;
expValidator::is_valid_sef_name() now returns invalid sef_name in
error message [#1199 state:resolved] [#1307
