Enforces the 'hidden/restricted' status of modules/items on
non-public pages or private/hidden modules on public pages...
previously, we only prevented the page from being displayed, but
search engines or users could still access the
items/modules...e.g., a file download module on a non-public page
would have its items listed on search indexes and the links would
be accessible.
