Adds two optional upgrade scripts to set all file/folder
permissions to the best/most secure...one is for 0755/0644 and the
second is for those servers requiring group write access to
operate...sanity checks also updated to allow for unset php.ini
'upload_tmp_dir' setting which MIGHT not actually prevent file
uploades, but we'll still show a warning...also updated the sanity
check help popup to be more helpful for file/folder permissions
