Feature request - Add PhpDocumentor2 phpdoc support/compliance

PhpDocumentor2 (DocBlox) is in alpha and should be released in the near future. The is the replacement for PhpDocumentor 1.4x. This should be an almost direct swapout excpet the configuration file is now in xml format instead of ini.
PhpDocumentor2 provides a nicer documentation interface and is faster. It may help us overcome the anomaly on api.exponentcms.org
