Actions drop-down bcomes available when creating new "old-school" modules; should be disabled

Problem lies in _form_edit_tpl of container module. Doesn't appear to cause problem, but the fact that it remains populated from the last controller selected and that it's enabled could lead to confusion.

I'm not able to reproduce this. Can you post steps to re-produce?
