Site should dump into installer if config.php isn't found?

When the /conf/config.php file is missing AND there isn't a /install/not_configured file, the result is less than intuitive. Perhaps adding a check in exponent.php after the check for not_configured (line 66) that if /conf/config.php doesn't exist, redirect to installer?
