Bug: mobile theme variation logic may not be correct

There may be some logic issues in the mobile theme variation code. This was used before 'responsive' theme frameworks like Bootstrap 2 and 3 were available. This is only an issue with a theme that uses a mobile variation such as simpletheme. Some 'conflicts' may be occurring (doesn't respond logically) between:
- expTheme::is_mobile() determination by browser type
- clicking on the 'Switch to Classic View' link at the bottom of the page
- 'Force Mobile' set on Site Configuration
- 'Turn Mobile View' on/off menu item
