Bug: once switched to ssl/https, our links stay there

Really two issues...
- once we've gone to an https:// address, all our links keep us
on the https:// (is that a problem?)
- our check for 'secure' checkout simply checks the 'ENABLE_SSL' setting (though we hard-code the https:// into the url to get there when ENABLE_SSL is on)
