Bug: only single registration type forms being registered

When we process an event registration order, it is not assigned to the event (though most of the data is there). This does NOT seem to occur in a single registration event with a form, but in multiple registration event with a form and multiple registration event w/o form (hadn't tried single registration event w/o form yet)
