Bug: Import Files assumes the archive is a flat structure based on /files

Because 2.x only uploads to a basic flat structure (except for uploads, avatars, etc...) we kinda assumed it was flat, but this is not the case. We probably don't rebuild the entire structure properly (though we do so in install sample database/files)
