update jquery addon support to allow for scss stylesheets if in
bs4 theme; enhance logic for scss sheets to allow for missing
underscore; look for theme custom jquery plugins to hold their
stylesheets in the same folder /js instead of the /scss, /less, or
/css folders since in most scenarios thoses stylesheets will be
auto-loaded on the page
